Akisame (a Touhou LW original) refers to the long-lasting rains in autumn. This is appropiriate for Shizuha as the long quiet showers make the leaves fall. Shizuha is endowed with Metal Phase, the element of autumn, and Moon Essence, which brings about periodic change. The cold and silent Metal Phase resists Earth Phase, because earth bears metal, but it is weak to Fire Phase, because fire refines metal. The cooperative and indecisive Moon Essence resists the alluring and arrogant Sun Essence, but it is weak to the diverse and uncooperative Star Essence.
Shizuha is the god who controls the turning of leaves. She is in charge of all the trees from the top of the Youkai Mountain to the garden trees in the Human Village. However, it is well known that the leaves don't all turn at once, but start turning from the trees at high altitude to low. This probably means that Shizuha starts at the top of the Youkai Mountain and works her way down to the Human Village, then goes back up. (Minoriko probably does something similar.) The leaves start to fall after they've finished turning, which lowers the spirits of the villagers as they will have to clean the fallen leaves up. This may be what's stopping Shizuha from gaining more followers.
