Cloud Seeding (a Touhou LW original) refers to artificial rain. This is an apt temperament for this Sumireko Usami, who reveals Gensokyo's secrets. As a modern human from the outside world, the rules governing her temperament are largely artificial.
She is strong against the foundations of the psychological and physical worlds, Fire Phase and Water Phase. However, it seems she is weak against the temperaments of freedom, Wood Phase and Star Essence, as well as the temperament of constraint, Sun Essence.
Ability/Backstory: Capable of manipulating psychic powers (Prolonged)
The ability of Sumireko Usami from the world where secrets constantly get revealed (a Touhou LW original). There is no noticeable difference between her ability and the abilities of Sumirekos from other worlds.
The 14.5th Prolonged Incident marked an extreme and unusual situation. It is an offshoot of the true Urban Legend Incident, which was perpetrated by none other than Sumireko Usami. Sumireko came from the outside world, and more importantly, she was human. But unlike the many humans who had ended up in Gensokyo as a result of being spirited away, she possessed a fearsome power. Her stated goal was to expose Gensokyo and reveal its existence to all in the outside world. In many ways, this incident could be considered the greatest threat in Gensokyo's history. Considering how she was treated afterward in the official records and how she was gradually accepted into Gensokyo, it's clear that Sumireko embodied ideas of great significance. In fact, her arrival may have been the moment Gensokyo began its evolution into the "Modern Gensokyo" it is today.
If Sumireko were to succeed in exposing Gensokyo to the outside world, this prolonged incident would end (albeit in disaster). Equally, if it were resolved in the same manner as the true Urban Legend Incident, it would also end (in this case, in celebration). The fact that it has dragged on this long means neither outcome has been reached. It seems that the Sumireko Usami of this world still intends to destroy the barrier separating Gensokyo from the outside world. That this goal has yet to be realized is likely thanks to the ongoing resistance of Reimu and the other guardians of the barrier. However, something must be preventing the incident from being resolved in the same manner as the true one. Could it be that someone is working with Sumireko from behind the scenes?
