Character Information

Temperament: Blue Moment
Blue Moment (a Touhou LW original) refers to the optical phenomenon that casts everything in a shade of blue. It occurs briefly before the Sun rises and after the Sun sets. This is an apt temperament for Seiran, who often fights too far forward on the front lines. She is endowed with rabbit temperament (Wood Phase) and Moon temperament (Moon Essence), but also the temperament of the mountain sanctuary that enables communication between Gensokyo and the Moon (Sun Essence). The strong and kind Wood Phase resists Water Phase, because water nourishes wood, but it is weak to Metal Phase, because metal carves wood. The cooperative and indecisive Moon Essence resists the alluring and arrogant Sun Essence, but it is weak to the diverse and uncooperative Star Essence. The alluring and arrogant Sun Essence resists the diverse and uncooperative Star Essence, but it is weak to the cooperative and indecisive Moon Essence. The combination of Moon Essence and Sun Essence cancels out any resistance or weakness to Star Essence.
Ability/Backstory: Capable of firing bullets from other dimensions (Prolonged)
The ability of Seiran from the world where the Lunar Capital never stays in one place (a Touhou LW original). There is no noticeable difference between her ability and the abilities of Seirans from other worlds. The 15th Prolonged Incident If history had followed its proper course, this incident would have been a localized space opera, where the Lunarians selfishly picked a fight with Gensokyo when they tried to forcefully relocate the Lunar Capital, and a mysterious third party ran amok in the background. (The full details of this incident can be found in the true data.) However, in this world, it became prolonged. The conflict reached a stalemate, with the Lunarians continuing to antagonize Gensokyo while failing to complete the relocation of their capital. This meant that the Eagle Ravi had to remain in the field for far longer than intended. Presumably, they were expected to use the Earth rover to complete their mission in a timely manner. Perhaps by shooting a massive laser at the Youkai Sage's home or by using the rover's tractor beam to drop an asteroid on it, both of which would doubtlessly end badly for Seiran. As Seiran drove the Earth rover, it erased everything behind her. Not one to overthink things, Seiran concluded that it must use the same technology as (what she calls) Lady Toyohime's cannon. Seiran doesn't concern herself with details because she knows that understanding something doesn't mean you can change it. That's just how the universe works. Not all moon rabbits think like this, but Seiran foolishly tends to blame inefficiencies when she fails and applauds her own unsubstantiated "genius" when things go well. Also, like most moon rabbits, be they part of the Eagle Ravi, the Lunar Emissaries' guards, or assigned to some other squadron, she makes fun of those who believe in urban legends while endlessly talking about her own conspiracy theories. However, unlike other moon rabbits, she's a soldier fighting on the front lines. So, when she's handed a big, strong weapon, she can't help but want to use it. Seiran lives happily thanks to her remarkably high self-esteem and baseless confidence in her own abilities. However, she also believed that since she was just an ordinary moon rabbit, she would never be trusted with any missions of real importance. Moon rabbits love having fun, but they hate stress and responsibilities. When confronted with either, their first instinct is to run away. This might be why the Lunarians let the rabbits battle according to the Spell Card Rules. After all, there is nothing more stressful than an active war zone, and this would encourage them to stand their ground. After all, the Lunarians have no real reason to follow Gensokyo's rules unless it benefits them... The best thing about the Earth rover is that it cannot be seen by impure beings, enabling all kinds of covert operations. Seiran was confident that she could overpower any Earthling, but she knew it would be foolish to disregard their numbers and impurity. After all, Lady Yorihime respected them so much that she let them step onto the shores of the Lunar Capital. Unfortunately, Seiran had made a crucial error. The rover is only invisible to youkai, not humans. She also didn't know that there were more humans than youkai in the group that came to the Lunar Capital. It was the same configuration as the group trying to stop her: three humans and a youkai. Not to mention that, this time, the one youkai was her old friend, Reisen Udongein Inaba. "Now I get it. You're the reason I was sent down here and why I can't return home even after all this time... It's all your fault." Seiran didn't truly understand anything. It was merely a hunch. But once she got that thought in her mind―or perhaps before then―power surged through her, and she didn't let a single person pass. This caused the stalemate. Earth Rover Turret Against all protocol, Seiran ripped off the rover's turret and modified it to function as a hand-held weapon. It's unclear what model of Earth rover she had, but she definitely wasn't given the latest version. Unfortunately, its specs and functions cannot be listed here as Seiran lacked that information. However, comparing it to the weapons on display at Eientei's Lunar Capital Expo, it clearly utilizes the incredibly advanced technology colloquially known as super-science. Additionally, it's doubtful that the turret could ever function as a gun once separated from the rover. The moon rabbit soldiers are usually armed with single-shot rifles, but they use them more like support items, since the bullets they fire are actually created by their abilities. This checks out, as many youkai use items in a similar manner, and moon rabbits are a type of youkai. Also, a big turret looks really cool, which is a big advantage in battles of bullets where aesthetics is a determining factor.

Attacks

Eagle Shot

The Spread Shot of Seiran from the world where the Lunar Capital never stays in one place (a Touhou LW original). She attacks with excessively other-dimensional bullets. Seiran had stayed undercover on Earth for as long as her mission briefing required. She mulled over what that meant as she pounded mochi while pretending to be an Earth rabbit. She would probably have to say goodbye to her Earth rabbit disguise and the name, written in Earthling characters, that she received during training. She had grown fond of them both. However, Seiran was completely unaware that her situation had drastically changed due to Sagume's secret plan.

Lunar Rabbiter

The Focus Shot of Seiran from the world where the Lunar Capital never stays in one place (a Touhou LW original). She attacks with excessively other-dimensional bullets. The Earth rover has an in-built purification function. However, because life is impure, what this means in practice is that it can extinguish the lives of all living beings. Activating the rover's engine would also alert anyone nearby to the presence of undercover moon rabbits. They would get swarmed by people wanting to stop them. That's probably why the rover also has a stealth function. Apparently, the rover is so pure that it cannot be seen by impure beings.

Bullet Sign: The Eagle Shot Its Target

A Spell Card of Seiran from the world where the Lunar Capital never stays in one place. She attacks with an excessively other-dimensional bombardment. The humans came to stop Seiran much sooner than she had expected. They first arrived while she was performing maintenance on the rover, so she had to battle them on foot. Luckily, she managed to eke out a victory. Having learned her lesson, Seiran decided that she would definitely fight them mounted in the rover when they came back. However, for some reason, they would only show up when she was performing maintenance. Each battle of bullet rematch tips the scales in the humans' favor, so no matter how strong Seiran was, she would eventually lose to the weak humans. This meant she wouldn't be able to go home.

Gun Sign: Lunatic Gun

A Spell Card of Seiran from the world where the Lunar Capital never stays in one place. She attacks with an excessively other-dimensional bombardment. Seiran's old friend, Reisen Udongein Inaba, was fighting on the side of the humans. Seiran couldn't understand what she was doing here, that is, until she remembered her mission briefing... It spoke of a former moon rabbit who did whatever she pleased because she had the backing of Lady Yagokoro―the same Lady Yagokoro who descended to Earth. Seiran was conflicted. On the one hand, she felt insulted that the deserter would dare to show her face in front of her. But once Reisen started talking like they were still friends, Seiran couldn't help but reply in kind. After all, it's not like she hated her, and having playful battles between friends seems to be the norm in Gensokyo.

Earth Probe - Moonlight Lunatic Turret

The Last Word of Seiran from the world where the Lunar Capital never stays in one place (a Touhou LW original). An attack that gives credence to her name: Other Dimension Seiran. Seiran hadn't heard from Ringo in ages. Not since the war with the humans started to drag on. It's strange because they were always chatting during the early stages of the mission. They were buddies. Seiran would pound mochi to make dango, and Ringo would eat them. Seiran would investigate creepy sounds and shadows, and Ringo would sigh with relief. Seiran would write reports, and Ringo would send them. However, Seiran was glad Ringo hadn't contacted her. The reason was simple: she ripped the turret off the Earth rover, and there was no excuse she could give that wouldn't land her in hot water. She'd have to give a written apology and everything.
