Kita Taisei Youshindou (a Touhou LW original) refers to a weather phenomenon over the North Atlantic Ocean, where atmospheric pressure fluctuates between the Icelandic Low and the Azores High. This is an apt temperament for Okina, who caused a mysterious incident under the pretense of finding successors for her servants. Okina can freely manipulate the flow of temperament (Water Phase) and shows glimpses of her hidden power (Star Essence).
The flexible and patient Water Phase resists Metal Phase, because metal collects water, but it is weak to Earth Phase, because earth directs water.
The diverse and uncooperative Star Essence resists the cooperative and indecisive Moon Essence, but it is weak to the charming and arrogant Sun Essence.

The 16th Prolonged Incident
The original Four Seasons Incident was caused by none other than Okina Matara. Perhaps because she's a sage of Gensokyo, Okina realized her incident had been prolonged much sooner than the original masterminds of the other prolonged incidents. She is especially sensitive to others meddling in her plans.
A lot has happened in Gensokyo since its creation, but until her incident, Okina remained backstage, letting Yukari take the spotlight. This was probably due to her nature as a secret god and her role as the god of back doors, but it might also be because she is remarkably perceptive. She stays hidden while seeing everything.
Like most Okinas, this world's Okina has borne witness to the entire history of Gensokyo. This means she has only seen one prolonged incident in one world. It is impossible to observe, let alone know about, multiple prolonged incidents unless you can travel to other parallel worlds.
However, Okina has the Land of the Back Door. Some Okinas might have figured out how to use back doors to spy on, or even travel to, other worlds. This should be possible because back doors function as wormholes, holes through time and space.
