Temperament: Hokkyoku Shindou
Hokkyoku Shindou (a Touhou LW original) refers to the Arctic oscillation, the teleconnection linking pressure changes in the Arctic and the mid-latitudes of the Northern Hemisphere. This is an apt temperament for Okina, who claims to have started an incident to find successors for her two servants. She has changed and is now only endowed with the temperament of primeval divinity (Star Essence). The diverse and uncooperative Star Essence resists the cooperative and indecisive Moon Essence, but it is weak to the charming and arrogant Sun Essence.

There is no noticeable difference between her ability and the abilities of Okinas from other worlds. The 16th Prolonged Incident The original mastermind of the Four Seasons Incident was none other than Okina Matara, the secret god and sage of Gensokyo. It's her incident, so she's absolutely sure that no one other than her could change it. It's not fair if the detective in a detective novel is also the culprit. However, it's even worse if the detective isn't aware of this. That's a crime in and of itself. It removes all the mystery and suspense, turning it into a complete farce. At least that's what Okina thought. But now she thinks it might just work in a science fiction story. It is believed that Okina caused an incident to warn another sage. Or maybe this was just an excuse to show off her power as a god. Or perhaps she truly wanted to see if an incident could be used to find successors for her two servants. Trust a secret god to have so many hidden objectives, none of which are mutually exclusive. However, judging by her comments made to those trying to resolve her incident, it's possible that her main objective was something else entirely. Perhaps she wanted to test Gensokyo. This may seem strange, considering she is a god and one of the sages who created it in the first place, but she herself has stated that Gensokyo has gradually been slipping from the sages' control. It appears that this isn't due to poor planning or a lack of foresight, but that it was always meant to be this way. That is how Gensokyo was made. Gensokyo only works because it cannot be freely manipulated by anyone, not even its creators, the sages, or an absolute secret god. All this can be inferred from Okina's own words. And that's why she had to test whether Gensokyo was functioning properly. Gensokyo still holds secrets yet to be uncovered.

And yet, no clear link between Matarajin and the seasons has ever been established. Does this mean Okina's powers as a god are not related to the seasons at all? Her animosity toward tengu seems to stem from Shugendou, which derived from Buddhism, and the concept of maen, creatures that hinder those wishing to follow the way of Buddha. But what is her connection with Taoism? Okina often demands that her opponents see her, hear her, and speak of her. This is reminiscent of the three monkeys―a motif of the Koushin folk belief with Taoist origins.

So, if Okina harbors the divine aspect of a Taoist god, she should excel at manipulating the seasons. There is a theory that Matarajin is the deification of Hata no Kawakatsu, implying extensive cultural exchange between Japan and China during the Asuka period (538-710). Taoism influenced all aspects of life in ancient China, so it's not at all surprising that Okina is well-versed in what was essentially the cutting-edge technology of the time.

If so, what kind of being could they be? The incident will never be resolved unless these questions are answered. In fact, answering them might be the key to resolving every Prolonged Incident. It is now known that Prolonged Incidents degenerate into Chronical Incidents. Chronical Incidents cannot be resolved from within the world they affect, essentially creating a deadlock. If Okina Matara, one of the sages who created Gensokyo, cannot resolve her own incident after it has become a Prolonged Incident or Chronical Incident, then what hope does anyone else have?
