Introduction
Welcome to my Gensokyo. Because you adore flowers, I'll spare you my cruelty. I am Yuuka Kazami, the Flower Master of Gensokyo in bloom. ...What? You think this is a different Gensokyo? That doesn't matter. Wherever I tread, flowers bloom, and the land becomes mine. The incident that has lasted for over sixty years grants me power. Flowers draw color from the soil to blossom, and when their petals fall, they return to the earth. Do you see how that's connected to the phantoms that make flowers bloom? Unlike that worthless shrine maiden.
Purple Heart
Flowers blossom, wither away, and return to the soil. Over and over.

I'll make both humans and youkai bloom into flowers. That would be the humane thing to do... or rather, whatever the equivalent of "humane" is for youkai.

Empower the flowers, and they draw up the soil's temperament. That pressure causes reverse osmosis, pulling in phantoms from the outside world, and forcing all forms of life to become phantoms.

Gensokyo's system is far too fragile. An incident has already broken it once, and that could happen again at any time. Better to let the flowers reign. That'd at least be an improvement.

So long as Gensokyo blooms with flowers, the outside world and the afterlife can fall to ruin for all I care. I'll turn Gensokyo into a fantasy Higan. Countless flowers will bloom at the peak of the sixty-year cycle. I merely serve to help them claim their throne.

Temperament: Hyakkaryouran
Hyakkaryouran (a Touhou LW original) refers to a hundred flowers blooming in profusion. This is an apt temperament for Yuuka Kazami, who is endowed with the temperament of the four seasons: spring (Wood Phase), summer (Fire Phase), autumn (Metal Phase), and winter (Water Phase).
The strong and kind Wood Phase resists Water Phase, because water nourishes wood, but it is weak to Metal Phase, because metal carves wood.
The formless and passionate Fire Phase resists Wood Phase, because wood feeds fire, but it is weak to Water Phase, because water dampens fire.
The cold and silent Metal Phase resists Earth Phase, because earth bears metal, but it is weak to Fire Phase, because fire refines metal.
The flexible and patient Water Phase resists Metal Phase, because metal collects water, but it is weak to Earth Phase, because earth directs water.
The combination of these four seasonal phases cancels out any resistance or weakness to Water Phase, Metal Phase, and Earth Phase.

The Ninth Prolonged Incident.
The incident that recurs every sixty years is, by all accounts, merely a natural phenomenon, and thus there should be no mastermind behind it. Nature does not plot. It holds no intent.
Yuuka Kazami is a youkai who governs flowers and cherishes them above all else. No one can say for sure what category of youkai she belongs to. In fact, the idea of classifying youkai is pretty meaningless, and Yuuka's very existence makes that clear. Believing that labeling a youkai leads to understanding them is, ultimately, a very human way of thinking.
There are humans who cherish flowers too, but their affection is nothing like Yuuka Kazami's. She could choose to express that affection in a way humans might recognize, but that would only be a version tailored to fit within human understanding. The ways of youkai cannot be filtered through human perception. Thus, their actions are often far beyond human understanding. Even attempting to put this into words is already a futile effort.
If there's one thing that can be stated with certainty about Yuuka Kazami, it's that she is special. She seems to know about Reimu Hakurei and Marisa Kirisame's past, much like Alice Margatroid. And as with Alice, how she came by that knowledge is a complete mystery.
Though Yuuka lives in Gensokyo, wandering at her own pace in search of each season's flowers, learning anything meaningful about her remains exceedingly difficult. She may reveal the truth on a whim―tomorrow, or perhaps long after mortal lives have passed. All anyone can do is wait for that moment to finally understand her.
It seems that her anger, as well as her sense of justice, both stem from flowers. However, from a human standpoint, it is impossible to say whether anything occurring in this prolonged incident, or in the original incident for that matter, actually corresponds to what she describes. There may be intentions hidden in her explanations that humans simply cannot grasp, or the meaning behind her words may differ entirely from what humans assume. She speaks of the nerves that plants possess, and of something she calls a spark that travels through them.
According to her, plants exist in a perpetual dreamlike state and are therefore a truer form of life than animals, who only sleep half the time. She further claims that seeing the sparks flare as a dream constitutes true reality, whereas the reality animals perceive while awake is derivative.
From a human perspective, these notions are irrational to the point of madness and cannot be understood at any fundamental level.

Youkai are beings that humans have a hard time describing at the best of times. Words are a kind of restraint, and the more something is put into words, the more tightly it is confined. Describing a youkai means binding them to the limits of human understanding. From that point on, they are no longer youkai. They are stripped of their mystique and reduced to just another thing that can be explained, much to the youkai's displeasure. Among such beings, the one who most thoroughly embodies true youkai inscrutability is Yuuka Kazami.

In other words, she may adore flowers, but that does not make her a flower youkai. This part of her identity remains completely unclear. At best, only unreliable theories can be offered. Perhaps Yuuka Kazami is a youkai of the wind. This claim is poorly supported and easily refuted. Its foundations are so light that a single breath of wind could blow it away.

If Yuuka Kazami perceives the world in a way no one else can, what exactly does she see? Maybe she sees plants as a thriving congregation of free will, while animals are just resources and the foundation upon which life rests. Or maybe she recognizes individuality not in separate bodies, but in separate networks. Perhaps she doesn't see the world the way humans do. They tend to think of gravity in terms of right angles, pushing straight down on the flat ground beneath them, whereas she focuses on the actual direction of gravity's pull.
None of this is certain. But if something exists that only Yuuka Kazami can see―something she believes must be saved―then she may be using all her power to save it.
