Ryuuhyou (a Touhou LW original) refers to drift ice, i.e., sea ice that is not attached to the shoreline. This is the perfect temperament for Cirno, the ice fairy who sees her tanned skin as a badge of honor in the world of eternal summer.
Cirno loves summer. After all, she's an ice-cold ice fairy, and in the blazing heat of midsummer, she's loved by all.

Cirno has a few ways of getting ice cream. Sometimes she "buys" it, other times, she makes it herself. Sometimes she uses fresh fruits, other times, she uses fruit-flavored syrups. What flavor ice cream does Cirno like best? All of them!

The ability of Cirno from the world delirious with eternal summer (a Touhou LW original). It's basically identical to the abilities of Cirnos from other worlds. Fairies are weak, insignificant beings in all worlds. And yet, no matter the world, there's more to them than meets the eye.
Cirno was worried. Sure, she liked summer―loved it, even. But as summer went on, she felt like everyone was starting to lose their appreciation. Not their appreciation for summer, their appreciation for having an ice-cold fairy like her around. Of course, people still came to her all the time, hoping to be cooled down, and she was happy to oblige. But deep down, it felt like they were starting to take her for granted. Were they... bored with her?
Then again, maybe they weren't bored with Cirno. Maybe Cirno was bored with summer! No, that couldn't be it. She was still the undisputed queen of midsummer, tanned to perfection and charging around under the blazing sun. If someone like her was starting to get bored, summer would be in a really sorry state.
"Hm, I feel like this isn't the first time I suddenly got a tan. I can't remember what was going on back then, though... Come to think of it, when did summer become the only season here? Ah, whatever. I'll let all the weaklings worry about the details. I even heard some of 'em say they were launching an investigation.
What really matters is that I have the ultimate plan to spice up the summer! And I'm the perfect person to put it into action. I came up with it when I saw Letty the other day. She said she was looking for ways to make tons of ice cream!"
Cirno's plan went on to be an enormous success!

"Hey, Cirno."
"What's up, Dai?"
"Is it really OK for us to be here, you know, doing this?"
"What a strange question," thought Cirno.
