I've been playing games practically non-stop lately, and since we're at the beach, I thought the village kids would really enjoy a game where they can run about. I hope they like it... Miss Tewi? Where'd you go? How'd I get here...? And who are you? I'm Kagerou Imaizumi. I run an attraction on the beach. Let's play it together! You'll be the hero, and I'll be your guide!

Temperament: Manchou
Manchou (a Touhou LW original) refers to high tide. This is an apt temperament for Kagerou, the werewolf attempting to befriend humans through trial and error in the world of eternal summer.
"Come play a water gun survival game on the beach. Let's run around under the bright summer Sun with powerful water guns and have a blast!" (Strong against Sun Essence, Water Phase, and Wood Phase.)
"Anyone without a water gun can rent one from Miss Tewi!" (Weak to Metal Phase.)
Kagerou figured that by playing with humans, she might be able to understand them better. It also helped that she got along so well with Tewi. When she went to her for advice about caring for her skin and fur, she learned that Tewi had similar troubles in the past. Apparently, she received an all-over skincare treatment from someone called Lord Daikoku.
Ability/Backstory: Capable of transforming into a wolf on the night of the full moon (Beach)
The ability of Kagerou Imaizumi from the world delirious with eternal summer (a Touhou LW original). It doesn't appear to be any different from Kagerou's original ability. While she may seem like a powerful youkai, what with her ability to turn into a wolf, she is actually considered weak by youkai standards. She has also stated that she doesn't want to hurt humans. Nevertheless, she's still a youkai.
Kagerou was thinking about the Japanese wolf. She knew humans had driven them to extinction, but even though she was half Japanese wolf, strangely, she didn't feel the need or desire to avenge them. She decided to do a bit of research. That is to say, she asked the owner of the beach house, who, once given a topic, never stops talking.
For the longest time, humans revered wolves as gods and feared them as youkai. But this didn't last. One day, they stopped fearing them because they realized that wolves were just another kind of animal. However, there is another side to this story: the domestication of wolves, in other words, dogs. It's theorized that dogs were the first animal ever domesticated by humans. They've been friends with humans since even before farming was invented, back when humans were hunter-gatherers. And when humans began tilling fields, dogs continued to assist them as watchdogs. Even today, dogs still live with humans. They're like the exact opposite of the extinct Japanese wolf.
Hearing this, Kagerou gained a new respect for dogs. Instead of becoming gods or youkai, they chose to serve humans. This choice eventually led to dogs becoming a part of human families. They get to play with humans. This alone makes them winners at life. Japanese wolves are the losers. So, Kagerou thought she'd try to copy them. That's how she came up with the idea of hosting a fun water-gun tournament, where she'd get to play with humans.
"Won't playing with humans instinctively make you want to eat them?"
"Don't be silly, Banki. You know I don't have the guts for that."
"Wait, what? ...You mean you would eat them if you were brave enough?!"
"Of course not, Hime! That's just a figure of speech!"
"I think Hime's talking from experience here... Answer honestly, Kagerou. Are you doing this 'cause you wanna be friends with humans? Or is it 'cause you wanna eat them?"
"Ummm, uhhh..."
No matter how hard Kagerou thought, she couldn't make up her mind. Then again, maybe it was fine like that. After all, humans raise and befriend some of their domesticated animals only to eat them later.

She couldn't believe that something she made could bring so much joy to others.

Kagerou headed down to the beach after receiving some words of encouragement from Tewi. She was pumped up, ready to greet people as a friendly werewolf, guide them through a game, then challenge them as the final boss! If she kept this up, one day, they'd be able to gather enough funds to save the bamboo forest that had been washed away by the sea.
"We're going to save our home, the Bamboo Forest of the Lost! Ah, but I do really enjoy playing with humans. I wasn't lying when I said that!"
