The nure-onna is a youkai that compels its prey to care for a child. Urumi Ushizaki is both an ushi-oni and a nure-onna. It is often debated whether ushi-oni and nure-onna are two separate youkai that hunt together, or a single youkai with two forms. If you include the baby that gets heavier, you could also argue that they have three forms. Given that these youkai appear near water and make people carry a baby, you might assume they originated from women whose lives ended in tragedy. However, it's also possible that they are what's left of a fallen goddess who once answered the prayers of hopeful mothers. The nure-onna probably has a snake-like body because snakes lay many eggs.
It's unknown which, if any, of these theories match with Urumi's past. However, this world's Urumi is most definitely a pro at caring for children. She promotes fish which contain high-quality proteins needed for healthy growing children, and as an ushi-oni, a "cow-oni," she seems to have the strong maternal instincts common to most mammals.
Early summer is a time when children love to play in rivers. It can be hard to judge how deep a river is or how fast it flows based on looks alone, making playing in unfamiliar rivers very dangerous. You must always stay in sight of an adult and stay away from treacherous areas. Even adults must remember to be careful. Urumi happily informs everyone of how underestimating a river can have disastrous consequences.

Both ushi-oni and nure-onna are youkai that lurk near water. They also drag their victims down into the water―a trait they share with kappa. However, while kappa tend to look like children, ushi-oni look absolutely terrifying, and they are much more devious in how they lure in and trap their prey. Youkai that cannot be reasoned with are scary, but what's even scarier is a youkai that pretends to be reasonable.

Human history is a history of water management. Even though water is an indispensable resource, too much of it and humans drown. Storing water can cause it to spoil, making it undrinkable, but flowing water can cause floods. Humans must try to find a balance. And, as is the fate of all former fish that have crawled onto land, sometimes they will succeed, and sometimes they will fail.

This is supported by how the eggs of terrestrial animals contain a sea, and how the inside of the womb is like an ocean. Even after evolving to walk on land, life always starts in the sea. Perhaps this means that for a child to become independent, they must also step onto land.
