An expansive space is needed to house all these sinful souls. However, running Hell isn't free. Costs must be cut somewhere. Inevitably, this led to scaling down and financial reforms, leaving too few staff to deal with too much work. Just like in other universes, Kutaka is exhausted, and Komachi is unmotivated.

If the kishin are the executive officers of Hell, the Yama are the judicial officers. Eiki takes great pride in her righteous duties and role as the caretaker of the universe's spiritual order. She firmly believes that every soul can attain salvation! She just has to keep trying! This quantum universe is full of uncertainties, probabilities, and possibilities. In this modern age, the freedom to make your own decisions is an essential right. However, just like how leaving a pile of sugar alone doesn't give you candy, order doesn't miraculously appear from chaos. For someone to better themselves both spiritually and mentally, they must first be provided with directions towards the path of virtue. That is why Eiki cracks her whip. She provides direction to their chaotic mental state, compelling them to reform. It's similar to the patterns of bullets that are shot in a way that guides the target into a position where they can be dodged. Eiki cracks her whip out of love, not because she enjoys it. Eiki is a strict but compassionate Yama in pink, who shoots bullets out of a genuine desire to help people. According to a certain shinigami and clerical god, that makes her all the more scary.

The goddess wears a blindfold, symbolizing justice's impartiality, and carries a set of scales, representing fairness since they are used to objectively weigh evidence, and a sword, representing the necessary strength to defend order. Strength without justice is meaningless violence, and justice not backed up by strength is a fantasy. Perhaps the truest representation of justice is an impossibly hard bullet that flies true, resisting all outside pressure and temptations. There isn't a more staunch ally for honest folk, the oppressed, and the misunderstood. However, no one's heart is wholly free from sin, making it incredibly difficult to talk with Eiki without succumbing to one's own guilty conscience. That said, according to her two subordinates, she is a kind and dependable boss who always has their back.
