Vulcanian Eruption (a Touhou LW original) refers to a particularly chaotic type of volcanic eruption. This is the perfect temperament for this world's Hecatia, who stands at the top of the academy's hierarchy. "The strongest enjoy their youth to the fullest!" (Strong against Wood Phase.) "That's the rule, isn't it? It's what Gensokyo-style duels are based on." (Strong against Earth Phase.) "Aww, I spent too much time playing around. The Lunar Capital stole the initiative. What am I gonna do now?!"(Weak to Moon Essence, but strong against Star Essence.) The Academy Gensokyo has a long history. There are a bunch of competing student councils in Gensokyo, including the Hakurei Student Council, the Scarlet Devil Student Council, the Eien Student Council, and many more... But there were also student councils in the Netherworld, Hell, Heaven, and the Animal Realm until, one day, they all came to Gensokyo. (Probably to save on expenses.) Nowadays, many of the student councils have turned into more specialized committees or clubs. Like the plot of an outside-world comic, the academy has evolved into one big academic city! Hecatia, the former goddess of Hell, was one of the Hell Student Council's presidents and is now one of the Student Disciplinary Committee's leaders. She saw these developments as a great opportunity to annoy the Hell out of the Moon!

The ability of Hecatia Lapislazuli from the world delirious with eternal spring (a Touhou LW original). This ability seems to be pretty much the same as the abilities possessed by Hecatias from other worlds. After her latest invasion of the Lunar Capital, Hecatia was in no hurry to attack it again. However, now that everyone has started roleplaying as school students, she realized this was the perfect opportunity to get back at them in smaller ways. Gathering Junko and Clownpiece, she proposed playing a prank on the Lunar Capital, starting with the Watatsuki Sisters. At first glance, Hecatia doesn't really seem like Disciplinary Committee material, but she does a good job running things as one of the committee's leaders. Ever since the Hell Student Council days, she has been a superb manager of people (and fairies). Back then, Hell was a prison, and the Hell Student Council was a student organization based in Hell that only governed students in Hell. Her managerial skills are all the more remarkable when you consider the number of students she presided over. There are many more dead students than alive ones, and quite a lot of them reside in Hell. Hecatia's approach to discipline may seem pretty hands-off, but she really just does whatever she wants. That's the most efficient way to govern the chaos of Hell. Rather than binding people to her will, she lets them act freely. Surprisingly, this is a great way to prevent insurrections. All she has to do is request compensation for their freedom, and they will obey her of their own accord. Only weaklings get mad and yell at people to do their bidding. According to Hecatia, that's exactly what happens in the Lunar Capital.
