Blue Hour (a Touhou LW original) refers to the time just before sunrise or sunset when the sky turns a fantastic blue. The temperament is apt for the pale blue moon rabbit. As a moon rabbit, Seiran is endowed with Wood Phase, the element of the rabbit, and Moon Essence, the element of the moon.
The strong and kind Wood Phase resists Water Phase, because water nourishes wood, but it is weak to Metal Phase, because metal carves wood.
The cooperative and indecisive Moon Essence resists the alluring and arrogant Sun Essence, but it is weak to the diverse and uncooperative Star Essence.
Ability/Backstory: Capable of firing bullets from other dimensions
Seiran's ability sounds pretty amazing, but the details are unclear. It is not even known if her Spell Cards actually use her ability. The phrase "from other dimensions" makes it sound like the moon's incredible technology might be involved somehow...
