Rumia is a youkai of darkness. She's the first powerful bullet-wielder one comes across, and that encounter is the beginning of not just the Scarlet Mist Incident but the whole new era of bullet battles that follows it. She commands the power of darkness, yet she's an ordinary youkai with no connection to the incident itself. ...Or so one hopes. For now, she's a being without a name.

The typical incident unfolds over six stages. Every stage features at least one powerful being, which the secondary true data sometimes refers to as a "Boss." On some stages, a powerful being also appears around the halfway mark, and the secondary true data calls that one a "Midboss." When Rumia first appeared in the true data, it was as the Midboss of the first stage of the Scarlet Mist Incident.

As the Midboss, she's the first real challenge you'll face. Her bullets form black rays of light that mark the path you must travel to dodge them. It's the light that's dangerous, so the only way to survive is to advance through the dark. Is Rumia a battle of bullets tutor?

Sometimes an incident becomes chronic. What looks like a Prolonged Incident on the surface is, at its core, something else entirely: a Chronical Incident. It is best understood as a closed fate that has split off and taken on a life of its own, becoming an independent meta-spiritual being in the process. A PH Factor can be detected in worlds like these, and any being under its influence is called a PH Being. The "PH" appears to be short for "philosophy," though not in the literal sense of the word. It seems to refer instead to intellectual and academic study as a whole, the way philosophy is used in "Doctor of Philosophy," the degree better known as a PhD.
This is the Rumia of the Chronical Incident. Because Chronical Incidents are a phenomenon that exists only within false data, everything recorded below is false.
"She was one of the youkai who attacked Mizuchi Miyadeguchi back when Mizuchi was still human."
"She took part in the Vampire Incident, though her role in it was utterly insignificant."
"She's the youkai who devoured the previous Hakurei shrine maiden."
...None of it could possibly be true.
